Rapid Response Squad (RRS)
The Rapid Response Squad (RRS) is a section of the Lagos State Police Command set up to respond speedily to emergencies within Lagos State. It was initially referred to as ‘Operation Sweep’ during the Colonel Buba Marwa military administration and later restructured and re-organized and renamed ‘Rapid Response Squad’ [RRS] by the Tinubu Administration. The Squad was charged with onerous task of flushing crime out of every part of Lagos State. The agency is headed by CSP Jejeloye Shola. The RRS comprises of about two thousand officers. The Lagos State Security Trust Fund (LSSTF) equips the Rapid Response Squad (RRS), through the donations and contributions from Organizations and well-meaning individuals, to enhance its operational capability and the effectiveness of the men of RRS. This is reflected in the thousands of motorbikes, patrol vehicles, helicopters, gunboats, ballistic helmets/bullet proof vests, rain coats/boots, etc. provided for the RRS which has helped to significantly reduce the crime rate in the State. The LSSTF is the “unseen” face behind the RRS.

Lagos State Police Command
This is the Command of the Nigerian Police Force responsible for law enforcement and crime prevention in the State. The current Commissioner of the Police State Command is CP Adegoke M. Fayoade. The Lagos State police command has Thirteen (13) Area Commands and One Hundred and Seven (107) Police Divisions (Police Stations). Area A – Lagos Island Area B – Apapa Area C – Surulere Area D – Mushin Area E – Festac Area F – Ikeja Area G – Ogba Area H – Ogudu Area J – Elemoro Area K – Morogbo Area L – Ilashe Area M – Idimu Area N – Ijede Area P – Alagbado

Lagos Neighborhood Safety Agency (LNSA)
The Lagos Neighborhood Safety Agency (LNSA) is a security agency established by a law of the Lagos State House of Assembly in 2016 to assist the Police and other security agencies in maintaining law and order in the state. They operate in all the 57 LGA/LCDA in Lagos. The agency is headed by Prince (Dr) Ifalade Ajasa Oyekan. The LNSA officers are addressed as Corp and are indigenous locals from the various LGA/LCDA where they operate, which is a deliberate policy in order to make use of their local knowledge to achieve maximum grass root intelligence gathering and community policing. Functions of LNSC include: • Gathering information about crimes, crime in progress, suspicious activities and crime suspects among other things. • Making available such relevant information on crimes, crimes in progress, suspicious activities and crime suspects to the police or other security agencies that require it. • Putting structure in place to ensure that hoodlums and cult groups do not have the opportunity to operate. • Undertaking routine motorized patrol day and night. • Reducing the crime rate and ensuring that offenders are identified and made to account for their misdeeds. • Following up on the arrest of offenders to the court and ensuring justice. • Timely reporting of suspicious activities and crimes in progress to the police or other security agencies and improving the relationship between the police and the community as it concerns law enforcement. • Contributing to maintaining community peace.

Marine Police
The Marine Police was established in the year 1891 in Lagos, Nigeria and was then styled ‘Night Water Patrol’. In those early days, improvised equipment such as locally carved wooden (hand pulled) canoes were used for surveillance and anti-crime patrols. The Marine Police now has a fleet of gun boats and fiber boats with which the unit patrols the inland water ways in Lagos State. The LSSTF has supported the Marine Police in providing and maintain equipment used in combating crime.

Operation MESA (OP MESA)
Operation MESA or OP MESA as it is commonly referred is a joint Internal Security Operational platform made up of the Army, the Navy and the Air force. They operate in synergy with the Police and it is meant to complement the efforts of the Police in crime fighting in the State. It was activated through a presidential consent sought by the State Governor. OP Mesa is currently in existence in 26 States and is supported by the LSSTF. This formation continues to benefit from the support provided by the LSSTF through the donations and contributions from Organizations and Individuals.

State Security Service (SSS)
The State Security Service (SSS), also known as the Department of State Services (DSS), is the primary domestic intelligence agency of Nigeria. It is primarily responsible for intelligence gathering within the country and for the protection of senior government officials, particularly the President and state governors. The SSS operates as a department within the presidency and is under the control of the National Security Adviser.

Airport Police Command
The Airport Police Command was created in September, 1985 by the then Inspector General of Police and was subsequently upgraded to a Command status on 1st of June 2006. The Airport Police Command is under the supervision of the DIG ‘A’ Department, Force Headquarters Abuja. The Command is presently headed by CP Aminu Baba Raji, psc. The Command is in charge of all Airports in the country. The Airport Police Command also benefits from the support of the LSSTF.

Explosive Ordinance Disposal (EOD)
Also known as the Bomb Squad, the men of the EOD are responsible for the disposal of hazardous explosive devices. In addition to neutralizing munitions or bombs, conducting training and presenting evidence, EOD officers also respond to other problems. They dispose of old or unstable explosives, such as ones used in quarrying or mining, as well as old or unstable fireworks and ammunition. They escort VIPs and dignitaries. They assist specialist police units, raid and entry teams with booby-trap detection and avoidance. Another function of an EOD Officer is the conducting of post-blast investigations. The EOD Officers’ training and experience with bombs make them an integral part of any bombing investigation. Another part of an EOD officer’s job involves supporting the government intelligence units. This involves searching all places that the high ranking government officers or other protected dignitaries travel, stay or visit. The LSSTF intervenes in the periodic provision of equipment and vehicles for the EOD/Bomb Squad.

Mobile Police Force
The Mobile Police force is a paramilitary arm of the Nigeria Police Force. The MOPOL were originally designed to operate as an anti-riot squad. Their duties have however evolved to include containing civil disturbances, large scale conflict and any other act of crime or violence which requires their attention. There are four (4) MOPOL units operational in Lagos State (2, 20, 22, 49). The LSSTF has supported the MOPOL in the provision of various crime fighting equipment.

Counter Terrorist Unit (CTU)
The Counter Terrorist Unit (CTU) which was also referred to as Anti-Terrorist, incorporates the practice, military tactics, techniques, and strategy that government, military, law enforcement, business, and intelligence agencies use to combat or prevent terrorism. If terrorism is part of a broader insurgency, counter-terrorism may employ counter-insurgency measures to counter it. The CTU continues to enjoy support from the LSSTF.

Mounted Police
The Mounted Police patrol on horseback or camelback around designated locations. They continue to serve in remote areas and in metropolitan areas where their day-to-day function may be picturesque or ceremonial, but they are also employed in crowd control because of their mobile mass and height advantage for crime prevention and high visibility policing roles. The added height and visibility that the horses give their riders allows officers to observe a wider area, but it also allows people in the wider area to see the officers and helps deter crime and helps people, find officers when they need them. Mounted police may be employed for specialized duties ranging from patrol of parks and wilderness areas, where police cars would be impractical or noisy, to riot duty, where the horse serves to intimidate those whom it is desired to disperse through its larger size, or may be sent in to detain trouble makers or offenders from the crowd. The Mounted Police also enjoy the support of the LSSTF.

Lagosians and indeed, all Nigerians have longed to live in a safe and secure society. The blame for the rate of crime in the country has been hitherto laid on the security agencies and the Police in particular. However, the findings of the Security Committee headed by Alhaji Musiliu Smith has revealed that the deficiencies in crime prevention boil down to only one thing – FUNDING.

Therefore, the funds donated to LSSTF from private corporations and individuals go towards providing basic equipment to the security agencies operating in and around Lagos State. It has been discovered that when properly equipped, the response of the security agencies improves 100%. Also, statistics show that the crime rate in Lagos State has reduced since the establishment of the Fund.

As more funds are donated, the LSSTF will continue to provide essential logistics and provide additional resources for the security operatives. With your help, we are meeting our objectives for security and law enforcement in Lagos.
