ABOUT US
The Lagos State Security Trust Fund (LSSTF) was established by the Law of the Lagos State House of Assembly in 2007 to source for resources in cash and kind from corporate organizations (Public & Private) and well-meaning individuals to support security agencies with crime fighting equipment.
This was done against the backdrop of the findings and recommendations of the Musiliu Smith led committee, to provide a clear vehicle through which to institutionalize an enduring Public Private Partnership (PPP) approach to the resource problems of security institutions in the State.
The PPP approach was adopted as a model
for the Fund due to the expertise and operational procedures that exist in the
private sector and to allow for ease of business and effective and efficient
running of the Fund.
OBJECTIVES OF THE FUND
The LSSTF objective is to provide money
for the acquisition and deployment of security equipment, human, material and
financial resources necessary for the effective functioning of all Federal,
State, Local government security agencies operating in Lagos State and also for
the training and retraining of these security operatives.
ORGANIZATIONAL STRUCTURE OF THE LSSTF
The Board of Trustees of the Fund
comprises of 80% representatives from the private sector and 20%
representatives from the Public Sector. The Fund is headed by a Chairman, while
the day-to-day administration of the Fund managed by the Executive
Secretary/CEO. All of these members are meticulously appointed by the Governor
of the State.
FUNCTIONS OF THE BOARD OF TRUSTEES
- To solicit for and receive donations to the Fund. It is pertinent to mention at this point that the Fund does not receive any subvention from the Federal, State or the Local Government. It relies solely on donations from any of these levels of government and from the organized private sector.
- To procure crime fighting tools and equipment like gunboats, ammunitions, patrol cars (trucks and saloon vehicles), motorbikes, bullet proof vests, ballistic helmets, handcuffs, police uniforms/boots, raincoats/rain boots, walkie-talkies and also provide trainings for security agents for maximum efficiency.
- Receive and review proposals on supply and maintenance of security equipment, trainings, communication gadgets, etc. and where the need is established, approval is then required for the procurement or training.
- To ensure that the Fund at all times has sufficient money and materials to be able to offer support for the protection of lives and properties in Lagos State.
ADVISE THE GOVERNOR ON:
- The activities of the Federal, State and Local government security agencies as it relates to protection of lives and properties.
- Any matter relating to the implementation of programmes and recommendations to the Lagos State Security Council.
SOURCES OF FUNDS
- Contributions from the Federal, State and Local Government.
- Financial and material donations from the private sector.
IT IS IMPORTANT TO NOTE THAT THE FUND DOES NOT RECEIVE ANY SUBVENTION FROM GOVERNMENT.
AGENCIES SUPPORTED BY THE LSSTF
The Fund supports security agencies across the State including, the Lagos State Police Command particularly the Rapid Response Squad (RRS), OPMESA (comprising of the Army, Navy and Air force), Lagos Neighborhood Safety Corps (LNSC), Marine Police, Counter Terrorism Unit (CTU), Anti-Bomb Squad, Department of State Security (DSS), Federal Road Safety Corps (FRSC), Nigeria Prison Service (NPS), Immigrations Service, Nigeria Customs Service (NCS), Nigeria Security and Civil Defense Corps (NSCDC) and other security agencies which are all the primary responsibilities of the Federal Government.
BENEFITS
Over the years, the LSSTF has been able to provide the resources, logistics and equipment needed to achieve a safe and secure environment which has translated to the following;
- Increased commercial/business activities in the State i.e., construction of more hotels, shopping malls, residential apartments, increased night life activities, infrastructural developments, construction of ultra-modern markets across the State, just to mention a few.
- Influx of migrants all across the Country and beyond who are seeking for a safe haven or business opportunities
- Construction of more tourists’ sites/destinations for visitors to the State
- Increased revenue for the State due to increased business/commercial activities which has also resulted in improved infrastructure in the State i.e., the Light up Lagos project, improved transportation system/bus terminals, improved road networks, enhanced emergency response units, construction of more housing units, etc.
- More job/entrepreneurial opportunities.
- Youth engagement in various activities such as Street Carnivals, One Lagos Concerts, etc.
